2000 mustang gt on a 99 cobra block, what is the max horsepower I could put out until I need to change the?

without enhancing the internals this profile of the 4.6 can be taken up to approx 385-400hp maximum….mild boost from a supercharger or short shot from a nitrous kit will get you there quickly.
(cobra block is the same as gt block, cobra had better heads, same bottom end as the gt.).
if you want more serious power than than the 400hp, it may be cheaper to swap in an engine from the 03-04 terminator series cobras rather than rebuilding your bottom end – doing a supercharger – etc etc.
(the 03/04 cobras came from the factory supercharged, forged internals, stock ran 400hp and can be taken up to 600 hp without internal enhancement.
