Are herbals smokes and herbal psychedelics legal in Canada?

Are herbal smoking blends such as Aztec Gold, Aztec Dream Smoke, and herbal party pills legal in Canada? Are they only sold online or are there retail shops that sell them?

Never seen them retail. If nothing in them is specifically banned in theory they should get through customs.
