How to get flawless skin?

I wash my face with Checks and Balances by Origins twice a day and do the toner and moisturizer but I still have some breakouts of my forehead. I only use eye shadow and mascara because I heard that foundation/bronzer clogs pores. Nothing. The bumps have faded a little but not gone away completely. How can I get flawless skin?
